Why the category is priced this way
Proposal software was built for sales teams, and sales teams are priced per seat. That model is rational when ten reps each send proposals and the company measures the pipeline. It is irrational when you are one person, because the advertised price is the floor rather than the cost — the moment a collaborator needs access, it doubles.
The second habit is metering. Better Proposals, Proposify and Qwilr all cap the entry tier at 10 documents a month. That is rarely in the headline and it is usually the limit people hit first, because a revised version sent to the same client counts again.
What comes closest under $10
Bonsai Basic at $9 is the only sub-$10 plan among the five — and proposals are not in it. They begin at Essentials, $19. Worth knowing before you sign up expecting otherwise.

- Find the branding tier. Removing the vendor’s name costs Premium on Bonsai ($29) and Business on PandaDoc ($49). A cheap plan that puts someone else’s logo on your pitch is not cheap.
- Check for seat minimums. Qwilr’s Growth plan will not sell fewer than five seats — a $275/month floor.
- Compare monthly to monthly. Every headline figure above is the annual rate. Monthly costs more at all five.
The honest verdict
If you send fewer than ten proposals a month and want the deepest template library, Better Proposals at $13 is good value. If you want no meter at all and can absorb a per-seat price, PandaDoc at $19 is the straightest option. If $10 is a real ceiling, the list is short and you should look at free plans and flat pricing rather than a cheap seat.
