The realistic shortlist

The most opinionated about agency problems. Content libraries, brand governance and approvals are the product rather than add-ons. Basic at $19 caps sends at 10 a month; Team at $41 raises it to 30. If several people send weekly, budget for Team.
Qwilr — $35–55/user/month
The right answer when the proposal is part of the creative pitch. For agencies selling design, brand or campaign work, a Qwilr page doubles as a demonstration of craft. Be aware the Growth plan has a five-seat minimum, so it starts at $275 a month.
PandaDoc — $19–49/user/month
Best when documents need to flow through a CRM and the agency is more sales-led than craft-led. No document cap on Essentials. Custom branding lives on Business at $49, which matters for an agency.
The honest maths on seats
Per-seat pricing is the whole cost story. A five-person agency on Proposify Team is $205 a month, or $2,460 a year. On Qwilr Growth it is $275 a month minimum. That is not unreasonable for a business winning $200k of work a year — but it is worth naming plainly, because the advertised price is one person.
When an agency does not need agency software
If you are two or three people and only one of you actually writes proposals, you are buying governance for a problem you do not have.
